'State-of-the-art' facility vs cybercrimes unveiled

The Cybercrime Investigation and Coordinating Center (CICC) on Friday, June 17, unveiled its “state-of-the-art” Digital Forensics Platform and Laboratory (DFPAL) to effectively fight cybercrimes like online sexual abuse and exploitation of children (OSAEC).

Department of Information and Communications Technology (DICT) Undersecretary and CICC Executive Director Cezar O. Mancao II said that DFPAL was conceptualized as the “CICC took the stride and heed the call to put a stop to cybercrimes and make cyberspace safer.”

Mancao said “the DFPAL, funded through inter-agency transfer from DICT, is a modern laboratory that can conduct forensic analysis of computers, internet of things and mobile phones besides maintaining inventory of data.”

“Additional functions of this powerful platform include analysis of deleted and active digital files, recovery of deleted or encrypted emails, videos, internet sites and short messages services,” he said.

“The project is also domiciled at the state-of-the-art facility, which will help identify, seize, acquire, and analyze all electronic devices related to cybercrime activities which will be reported to law enforcement agencies for their immediate action to arrest and prosecute cybercriminals,” he added.

He noted that President Duterte had directed the CICC “to take the lead in addressing OSAEC.”

He cited that the International Justice Mission (IJM) confirmed that “the Philippines is a global hotspot for online sexual abuse and exploitation of children.”

He also cited reports from the Save the Children Philippines that “cases of OSAEC in the Philippines increased by 264.6 percent or 202,605 more reports during the imposition of the enhanced community quarantine from March to May 2020.”

“We cannot let our children be sexually exploited and molested,” Mancao declared.

Also during the event, CICC Highly Technical Consultant Mercelino P. Antonio explained DFPAL’s capabilities.

“We are proud to say that our capability is at par with our international counterparts such as Interpol (International Criminal Police Organization) and the FBI (Federal Bureau of Investigation),” he said.
