Guevarra to PNP: ‘Allow peaceful rallies regardless of political beliefs’

Justice Secretary Menardo I. Guevarra on Wednesday, June 15, reminded the Philippine National Police (PNP) that all persons are allowed to hold peaceful rallies regardless of their political beliefs.

Guevarra reacted to the statement issued by PNP Officer-in-Charge Lt. Gen. Vicente Danao Jr. who said that supporters will be the only ones allowed to come near the June 30 inauguration of President-elect Ferdinand “Bongbong” R. Marcos Jr. at the National Museum in Manila.

“The right of peaceful assembly, regardless of one’s political beliefs or affiliation, is guaranteed by the Constitution, subject to reasonable regulations to maintain peace and order, including the requirement to obtain a prior permit,” Guevarra pointed out.

“As long as their statements do not constitute an actionable offense, such as inciting to sedition or oral defamation, rallyists enjoy freedom of expression,” he stressed.

Last Monday, June 13, Danao said only those who will show support for Marcos will be allowed to come near the inauguration.

“Basta ang isisigaw mo nga eh ‘mabuhay’ ‘yong bagong Presidente, wala namang problema (As long as you shout ‘long live’ the new President, then there is no problem),” he said.

Danao assured that the PNP respects freedom of expression.

“But if you are pulling down the government, especially those who are leading it, eh talagang medyo ano ‘yan (it’s a problem),” he said.
