Guevarra, Remulla tackle DOJ transition; another meeting set

Incoming Justice Secretary and incumbent Cavite 7th District Rep. Jesus Crispin “Boying” C. Remulla said he will meet again with outgoing Justice Secretary Menardo I. Guevarra to discuss further the “complex’ problems besetting the justice system.
Remulla, however, did not give detail on what he described as “complex” problems.
“We might ask for a second one kasi masalimuot talaga ang problema ng systema na kailangan natin isayos (because the problems that have to be addressed in the system is complex),” Remulla said after meeting Guevarra on Thursday morning, June 9.
“At talaga nakakatuwa naman na nabigyan kami ng impormasyon na ukol sa mga suliranin na sumasambalot sa ating hustisya (We are glad that we were given information about the problems surrounding our justice system),” he added.
Remulla said the DOJ has a total of 10 attached agencies that the department oversees.
These attached agencies are the National Bureau of Investigation (NBI), National Prosecution Service (NPS), Public Attorney’s Office (PAO), Bureau of Immigration (BI), Land Registration Authority (LRA) , Parole and Pardon Administration (PPA), Bureau of Corrections (Bucor), the Presidential Commission on Good Government (PCGG) , Office of the Government Corporate Counsel (OGCC) , Office of Alternative Dispute Resolution (OADR) and Office of the Solicitor General (OSG).
Remulla said he has yet to identify what problems he should give priority to once he takes the helm as DOJ chief at noon of June 30.
Guevarra did not also give details on his meeting with Remula. He had earlier said that he and his team would give Remulla “a briefing on DOJ operations, programs, and projects.”
He said he would suggest to Remulla the maintenance of excellent record in anti-human trafficking; strengthening of the campaign against cybercrimes; continuance of the three-year joint program with the United Nations on human rights promotion and protection; development of alternative dispute resolution mechanisms such as mediation; transfer of the New Bilibid Prison and professionalization the Bureau of Corrections; regionalization of prison facilities; completion of the single carpeta (prisoners’ records) system or digitization of all prison records; pursuit of the immigration modernization bill; and strengthening of relations with law enforcement agencies and the judiciary.
