The #MarcosCabinet: Ivan John Uy, DICT secretary


To man the Department of Information and Communications Technology (DICT), President-elect Ferdinand “Bongbong” Marcos Jr. has nominated lawyer and tech expert Ivan John Uy.

Uy was the previous chairman of the CICT under the administration of the late president Benigno “Noynoy” Aquino III; Aquino dissolved the CICT in 2011 and merged it with the Department of Science and Technology. The DICT was then formed in 2016 in the tail-end of Aquino’s presidency.

“He is an expert in technology law, well-experienced in information technology project management, and served as chairman of the commission on information and communications technology for the Philippine Government (CICT),” Presidential Communications Operations Office (PCOO) Chief nominee Trixie Cruz-Angeles said on Monday, May 30 during a presscon at the Marcos Headquarters.

Uy earned a Law degree from the University of the Philippines and is apparently a Hubert H. Humphrey fellow from the University of Minnesota.

“He oversaw the formulation of the Philippine digital strategy firm from 2011 to 2016. He is an international commercial arbitrator on areas involving IT (information technology) related disputes,” Cruz-Angeles added.

As DICT Chief, Uy will lead the executive department in developing the country’s information and communications technology framework and agenda.
