High performance ratings for Metro Manila prosecutors in 2021 -- DOJ

The National Prosecution Service (NPS) of the Department of Justice (DOJ) said on Monday, Feb. 28, all the Offices of City Prosecutors (OCPs) in Metro Manila “performed exceptionally well with outstanding and very satisfactory ratings” in the disposition of cases for 2021.

Prosecutor General Benedicto A. Malcontento said the overall performance of the OCPs “is unprecedented.”

OCPs get an “outstanding rating” with a score of 5, while “very satisfactory rating” gets a score between 4 to 4.99, Malcontento said.

In a statement, the NPS said:

“Among the top performers, seven (7) out of the sixteen (16) offices in NCR have gathered a final weighted score of 5.0, namely, OCP Pasig, headed by City Prosecutor Dumlao (Rey Camilo Dumlao II); OCP Las Piñas, headed by City Prosecutor Madamba-Luang (Marilyn Cynthia Fatima Madamba-Luang); OCP San Juan, headed by City Prosecutor Tuliao (Blas Antonio Tuliao); OCP Makati, headed by City Prosecutor Venturanza (Dindo Venturaza); OCP Muntinlupa, headed by City Prosecutor Gutierrez (Aileen Marie Gutierrez); OCP Pasay, headed by City Prosecutor Rillo (Elmer Cris Rilo); and OCP Caloocan, headed by City Prosecutor Valbueana (Ferdinand Valbuena).”

It said that “OCP Muntinlupa has consistently received an outstanding rating for three (3) years in a row.”

The other OCPs with very satisfactory ratings are Malabon with 4.9; Marikina, 4.8; Manila, 4.75; Paranaque, 4.75; Navotas, 4.7; Mandaluyong, 4.55; Valenzuela, 4.5; Taguig, 4.2; and Quezon City, 4.15.

Malcontento said the OCPs high performance ratings “were results of the programs and case monitoring system implemented within the region.”

“This holds true the mandate of the Department of Justice as implemented by its prosecution arm, the National Prosecution Service, to promote ‘a just and peaceful society anchored on the principles of transparency, accountability, fairness and truth’ and to provide an ‘effective, efficient and equitable administration of justice’,” he said.

In 2020, there were only four OCPs which garnered outstanding scores of 5. These were the OCPs in Manila, Las Pinas, Malabon and Muntinlupa.

The other OCPs’ scores in 2020 were 4.95 for Navotas; 4.75, Valenzuela; 4.65, Pasig; 4.55, Paranaque; 4.5, Makati; 4.1, Pasay; 4, San Juan, Marikina and Taguig; 3.8, Mandaluyong; 3.5, Caloocan; and 2.55, Quezon City.

Assistant State Prosecutor Honey Rose E. Delgado, spokesperson of the Office of the Prosecutor General, explained that OCP Quezon City had the lowest score in 2020 because it was undermanned.
