Comelec issues Notice to Proceed to Smartmatic for VCM refurbishment

The Commission on Elections (Comelec) has issued a Notice to Proceed to Smartmatic-TIM, which won the contract for the vote counting machines (VCMs) refurbishment with consumables.

"Notice is hereby given that you can now proceed with the Contract Agreement No. CA21-05-019, entitled 'Contract for the Procurement of Vote Counting Machines (VCMS) Refurbishment with Consumables' - 2nd Bidding to be used in the May 2022 National and Local Elections," read the Notice.

"Please take note of your obligations as a supplier, particularly the period of delivery," it further read.

The Comelec posted the contract and the Notice to Proceed in their website on June 25.

Based on the Notice, the contract covers the refurbishment of 97,145 units of VCMs; 109,745 pieces of SD Cards; 109,745 pieces of Worm SD Cards (Back-up); and 250,000 pieces of cleaning sheets.

Smartmatic was also awarded the contract for the procurement of Automated Elections System (AES) Software for the Election Management System (EMS), VCMs and Consolidation & Canvassing System (CCS) that will be used in next year's polls last month.

Smartmatic has been the technology provider of the Comelec since the 2010 elections.

The poll body used Smartmatic's Precinct Count Optical Scan machines in 2010 and 2013 as well as their vote counting machines in the 2016 and 2019 polls.
