Meanwhile, Comelec Spokesperson James Jimenez said there is no prohibition for a person who filed a COC for a local position from changing their mind and seek a national post.

"There is no prohibition if one files a COC for mayor, then changes her mind and will instead run for congressman or president. That is allowed," he said in an interview.

But Jimenez said the COC filed must first be withdrawn before filing another one.

He added that the candidate will have to run under a national party or they be considered as independent candidates.

President Duterte earlier revealed that his daughter, Davao City Mayor Sara Duterte-Carpio, will run for president in next year's polls.

The presidential daughter already filed her COC seeking reelection in the 2022 polls.

The COC filing period will run until Oct. 8, 2021.
