Spaniard set for arraignment Oct. 15 on charges of abusing 16-year-old Filipina

A Spaniard is set for arraignment before the Taguig City regional trial court (RTC) on Friday, Oct. 15, on charges of illegal sex with a 16-year-old Filipina starting in 2020 and possession of child pornography.

To be arraigned, a court process whereby an accused pleads guilty or not guilty to the charges, is Francisco Manuel Sanchez de Oria, also known as Franco Sanchez, Department of Justice (DOJ) Undersecretary Emmeline Aglipay Villa said.

Sanchez was charged with violations of Republic Act No. 7610, the Special Protection of Children Against Child Abuse, Exploitation, and Discrimination Act, and RA 9775, the Anti-Child Pornography Act.

Sanchez is out on bail he posted after the RTC issued an arrest order against him last Aug. 31. The Bureau of Immigration (BI) issued a hold departure order against Sanchez last Sept. 2.

Undersecretary Villar said “there is a pending Motion to Dismiss filed by the accused on the basis of an affidavit of desistance, but the prosecution will oppose said motion.”

The complaints against Sanchez were filed by the same 16-year-old girl who charged criminally former United States foreign service officer Dean Edward Cheves whose cases are pending before the Pasay City RTC.

The DOJ is looking into the possibility of petitioning for Cheves’ extradition to face trial before the Pasay City RTC.

In the case of Sanchez, the DOJ said “the facts, as narrated by Jane (not the real name of the 16-year-old Filipina), revealed that she met Sanchez in person on 14 December 2020 when he picked her up in Pasay City.”

“After she was picked up, Sanchez brought Jane at his place in Taguig City where they took illegal drugs and immediately had sex – first sexual abuse,” it said.

After their first meeting, the DOJ said the Spaniard met and committed “sexual abuse” with Jane 11 more times on Dec. 19 to 20; Dec. 27 to 28; Jan. 7 to 8; Jan. 16, 21, 23, and 29; and Feb. 11.

In some of these dates, the DOJ said that Jane narrated that the Spaniard was joined by other persons only known as “Sam” and “Gil.”
