190 prisoners in Leyte register for 2022 polls

One hundred and ninety persons deprived of liberty (PDLs) at the Leyte Regional Prison (LRP) in Abuyog, Southern Leyte have been qualified and have registered for the 2022 elections.

In a statement, the Bureau of Corrections (BuCor) said that those who registered “are PDLs whose cases are on appeal in their respective court jurisdictions.”

BuCor said they registered last Sept. 6 when “Commission on Elections (Comelec) personnel of Abuyog, Leyte headed by Mr. Roche B. Cerro, Elections Officer III, proceeded to Leyte Regional Prison (LRP) and conducted registration of qualified Persons Deprived of Liberty (PDLs) voters which included taking of biometrics data.”

“CSO4 Maximo R Marcos II, chief overseer section and staff, assisted the Comelec in the implementation of the activity,” it said.

Prior to the actual registration, BuCor said that registration forms were given to the prospective registrants last Sept. 3.

BuCor said: “As stated in Article V of the 1987 Constitution of the Republic of the Philippines, the right to suffrage may be exercised by all citizens of the Philippines not otherwise disqualified by law and not sentenced with ‘final judgment.’”

Disqualified from voting under Section 118 of Batas Pambansa Blg. 881, the Omnibus Election Code, are:

“Any person who has been sentenced by final judgment to suffer imprisonment for not less than one year, such disability not having been removed by plenary pardon or granted amnesty. Provided, however, that any person disqualified to vote under this paragraph shall automatically reacquire the right to vote upon expiration of five years after service of sentence.

“Any person who has been adjudged by final judgment by competent court or tribunal of having committed any crime involving disloyalty to the duly constituted government such as rebellion, sedition, violation of the anti-subversion and firearms laws, or any crime against national security, unless restored to his full civil and political rights in accordance with law, provided that he shall regain his right to vote automatically upon expiration of five years after service of sentence.

“Insane or incompetent persons as declared by competent authority.”
