The government is moving to entice competent leaders and managers to consider a career in public service and stay.
An executive order reinforcing the policy on the grant of career executive service officer (CESO) rank to graduates of the the National Defense College of the Philippines (NDCP) who belong in government service has been signed by President Duterte.
In Executive Order No. 145, the President sought to deepen the pool of government leaders by affirming the career service eligibility of graduates of the Master of National Security Administration program of the NDCP.
"There is a need to revitalize and reinforce the policy on the grant of CESO rank to graduates of the MNSA program of the NDCP to deepen the pool of leader-managers in government, and further strengthen the quality of policy-formulation and governance in the public sector," the order read.
The President's order recognized the NDCP as a center of excellence in educational and policy development for strategic and dynamic leaders in national defense and security with its MNSA program.
Under the new EO, the MNSA graduates of the NDCP appointed to career executive service posts shall be granted the CESO rank that is "commensurate to their respective CES positions, subject to requirements to be prescribed and mandated by the Career Executive Service Board. The latest order amended EO 696 issued back in 1981 that granted NDCP graduates in government the rank of CESO III with corresponding compensation and other privileges.
The new EO also stated that those MNSA graduates not occupying CES positions are required to comply with requirements for appointment to a CESO rank.
Those who occupy positions in the career service that are at least division chief level with salary grade 24 shall be entitled to a salary equivalent to salary grade 25.
The funding requirements of the salary adjustments will be sourced from the personal services allotment of the concerned agency.
The order, signed by the President on August 3, will take effect immediately upon publication in the Official Gazette or a newspaper.
