BuCor appoints new PIO, DER chief

The Bureau of Corrections (BuCor) has named the former head of the Davao Prison and Penal Farm (DPPF) Chief Supt. Julie May C. Taguiam as its new chief of both the Public Information Office (PIO) and the Directorate for External Affairs (DER).

Deputy Director General for Reformation Gabriel P. Chaclag is still the bureau’s spokesperson even if he no longer heads BuCor’s PIO. Chaclag confirmed that Taguiam, a lawyer, assumed her new posts last June 7.

As head of DER, Taguiam is “primarily responsible for the formulation of policies, plans, programs, and projects on the pre-release and post-release of inmates, classification of inmates based on skills acquired for referral, and endorsement to appropriate private companies or corporations participating in the BuCor’s on-the-job training programs.”

She will lead the “conduct of evaluation classification and application of necessary programs to ensure PDLs (persons deprived of liberty) readiness to join the mainstream society upon release.”

Also as DER head, Taguiam is responsible for strengthening the programs of his office, upgrading personnel qualification standards by providing appropriate training; and establishing External Relations Center (ERC) in every prison and penal farm.

“Further, to have an effective carrying out of service, Atty. Taguiam crafted DER duties and responsibilities for all personnel of DER/NHQ-EAD (DER national headquarters External Affairs Division) to ensure the non-overlapping of functions among staff,” BuCor said.

It added that Taguiam “also envisions having more tie-ups with the government and non-government organizations for the fulfillment and execution of the post-release programs for the freed PDLs.”

Corrections Technical Senior Superintendent Albert C. Manalo replaced Taguiam as DPPF head last May.
