GCQ guidelines for NCR Plus restrict entertainment, leisure activities


Malacañang announced on Tuesday, June 1, the additional guidelines for Metro Manila and the National Capital Region Plus (NCR Plus) provinces—Cavite, Laguna, Bulacan, and Rizal—which will remain under general community quarantine (GCQ) until June 15.

Presidential spokesman Harry Roque said that there will be “additional restrictions” for Metro Manila and the four provinces, or most commonly referred to now as NCR Plus.

“Bawal po ang lahat ng entertainment venues. Bawal din po ang lahat ng recreational venues (All of entertainment venues are prohibited. Recreational venues are also prohibited),” Roque noted as he presented a list of the guidelines during his virtual press briefing.

Bars, concert halls, and theaters will fall under entertainment venues while net cafes, billiards, and arcades will fall under recreational venues.

Amusement parks, fairs, playgrounds, kiddie rides, and cockfighting will also not be allowed under moderate enhanced community quarantine (MECQ), GCQ, and GCQ with restrictions.

Lottery, meanwhile, will be “temporarily allowed” under all community quarantines while horse racing with off-track betting will be allowed under GCQ and GCQ with restrictions.

Roque said that indoor sports facilities like gyms are allowed for areas under GCQ, but those under GCQ with restrictions will not be allowed to operate.

“Iyong specialized markets ng DOT para sa staycation ay allowed po siya hanggang 100 percent venue capacity (The specialized markets of the DOT for staycation will be allowed until 100 percent venue capacity),” the Palace official added.

Last month, the Department of Tourism (DOT) announced that a total of 5,986 rooms from 13 staycation hotels in the NCR Plus region will be open.

Areas under MECQ will allow individual outdoor exercises such as jogging, walking, running, and biking, but indoor sport courts and venue, as well as indoor tourist attractions are not allowed.

Venues for meetings and exhibitions, personal care services such as salons, parlors, and spas, and outdoor tourist attractions cannot operate in areas under MECQ.

But for NCR Plus, which is under GCQ with restrictions, venues for meetings and conferences can operate up to 30 percent only while personal care services can accommodate up to 40 perceny of their capacity.

These establishments may add up to an additional 10 percent of their capacity if they have the Safety Seal.

For those under GCQ with restrictions, outdoor tourist attractions are allowed as long as they follow minimum safety and health standards.

Roque said that religious venues can operate up to 30 percent of their capacity, but the local government unit (LGU) “can increase” it up to 50 percent.

“Ang ating interzonal travel kung pupunta kayo Boracay allowed na po pero kinakailangan po point-to-point lamang. Wala po siyang age restrictions pero meron pong testing before travel requirement (The interzonal travel if you are going to Boracay is allowed but it needs to be point-to-point only. There is no age restrictions but you have to get tested before as a travel requirement),” he explained.
