NBI arrests 5 persons 'operating an abortion clinic' in Cebu City

Five persons have been arrested for allegedly operating an abortion clinic in Cebu City, the National Bureau of Investigation (NBI) said on Friday, May 7.

NBI Officer-In-Charge Director Eric B. Distor identified those arrested as Joey Paulino Guirigay, Francisca Abatayo Rebamonte, Gloria Dalogdog Gabutin, Meryteissie Pode Rural and Amparo Lumagbas Gemarangan.

Distor said the suspects were arrested during an entrapment operation last April 29 conducted by agents of the NBI’s Central Eastern Visayas Regional Office (NBI-CEVRO) through a help of a poseur client.

In a statement, the NBI said “all the 5 Subjects were presented for Inquest proceedings... for Intentional Abortion penalized under Article 256 in relation to Article 8 (Conspiracy) of the RPC (Revised Penal Code) and in relation to Section 6 of Republic Act No. 10175, otherwise known as the Cybercrime Prevention Act of 2012.”

It said the NBI-CEVRO acted on the report of a female complainant who had previously charged Guiringay with rape and violation of RA 8262, the Anti-Violence Against Women and Their Children Act of 2004.

“The complainant stated that Subject Guirigay is offering his services for abortion to prospective clients online using Facebook account @Michelle Mayer in exchange for P9,500 to P30,000,” it added.
