The National Bureau of Investigation (NBI) has filed a criminal complaint before the Department of Justice (DOJ) against a physician for the killing of retired Court of Appeals (CA) Associate Justice Normandie B. Pizarro in October 2020.

Prosecutor General Benedicto A. Malcontento said on Monday, April 5, the NBI’s complaint was filed against Dr. Ramon T. Pangan for murder under Article 248 of the Revised Penal Code (RPC).
Malcontento said he has already assigned a panel of prosecutors who will conduct the preliminary investigation of the complaint.
“The case of the late Justice Pizarro was assigned to ASP (Assistant State Prosecutor) Mike Humarang and APA (Associate Prosecution Attorney) Grace Arboladura,” he said.
But the panel has yet to set the date for the start of the preliminary investigation, he added.
“After ECQ na (Maybe after the enhanced community quarantine in Metro Manila),” he added.
Pizarro, who was shot in the head, was last seen alive in a casino in Clark, Pampanga on Oct. 23, 2020.
His car, a black Honda Accord, was later found abandoned and no longer bearing any license plates later that afternoon along Manabak Road in Barangay San Juan in San Simon, Pampanga, the NBI said.
Pizarro’s decomposing body was found last Oct. 30 by barangay officials in Capas, Tarlac, but was confirmed to be that of the magistrate’s only last December after a DNA test conducted by the NBI.
