“Like what we did in the Calabarzon deaths, we'll do a preliminary assessment first,” Guevarra said.  He was referring to the deaths of nine persons last March 7 during a joint police and military operations in South Luzon provinces.

The deaths of the nine persons are now being investigated by the inter-agency committee that was created under Administrative Order No. 35 to probe EJKs, enforced disappearances, torture and other grave violations of the right to life, liberty and security of persons.

“If there's any indication that Miguel's death had something to do with his being a labor leader, the AO 35 committee will include his case for investigation,” Guevarra assured.

Miguel, vice chairperson of Kilusang Mayo Uno’s Pagkakaisa ng Mangagawa sa Timog Katagalugan (PAMANTIK-KMU), was gunned down at around 8:45 p.m. on March 28 by an unidentified gunman riding a motorcycle in Barangay Canlubang in Calamba, Laguna.
