Chinese arrested for illegal practice of medicine, P10 million worth of medicines seized


A Chinese national who has been illegally practicing medicine in the country has been arrested during an entrapment operation in Lapu-Lapu City by the National Bureau of Investigation (NBI) which seized from him P10 million worth of Chinese medicines.

NBI Officer-In-Charge Eric Distor identified the arrested Chinese national as Ke Liangpeng.

Distor said the Chinese national was arrested last July 24 in a makeshift clinic located in Teakwood Subdivision in Barangay Soong, Lapu-Lapu City where hospital beds have been found catering to Chinese patients.

He was immediately arrested after receiving marked money from a NBI poseur-buyer who bought an anti-biotic drug which was later found to be unregistered with the Food and Drugs Authority (FDA).

During the operation, agents discovered Chinese medicines worth an estimated P10 million and described as During the entrapment operation  “unregistered, mislabelled and unbranded.”

Distor said the FDA has issued a certification that “the establishment/premises nor its proprietors have no authority or license to sell and dispense pharmaceutical products and neither its product sold to the public at large.”

The Professional Regulations Commissions also issued a certification that Ke has no license to practice medicine.

Following his arrest, Ke was presented for inquest proceedings before the Lapu-Lapu City Prosecutor’s Office for selling unregistered pharmaceutical products in violation of the Food, Drugs and Cosmetics Act as amended by Republic Act 9711; for operating a retail outlet for pharmaceutical products in violation of the Philippine Pharmacy Act as amended by R.A. 10918; and for for violation of the Medical Act as amended by R.A. 4224.

The entrapment operation was conducted by combined agents of the NBI’s Office of the Deputy Director for Regional Operations Service

(ODDROS), NBI-Central Visayas Regional Office – 7 (CEVRO-7) and Food and Drug Administration (FDA) Visayas Cluster Office in coordination with the Lapu-Lapu City Police and the Criminal Investigation and Detection Group (CIDG) and Lapu-Lapu City Police Field Office.
