The Duterte administration's "Build, Build, Build" program is "not totally" a failure but is "kind of slow,” said former Metropolitan Manila Development Authority (MMDA) chair and now Marikina Rep. Bayani Fernando on Monday.

"Not totally. But I would say we're really kind of slow," Fernando said in an interview with ANC's Headstart.
Senate Mi¬nority Leader Franklin Drilon earlier said the Duterte admin¬istration’s “Build, Build, Build” program was a “dismal failure,” noting that only nine out of 75 flagship projects are un¬der construction halfway through the President’s term, which is only two percent of the total.
Fernando suggested that the government should work on the detailed engineering of the projects first before looking for funds.
"Before looking for the money to finance the project, let's do the work of making the detailed engineering. After that, we can get an accurate estimate of cost… then they start looking for the money," Fernando said.
“And if we have that, we are sure of how much we need. And then the decision-makers can now make their decisions fast because they have actual proof, or they have done the preliminaries. There’s a basis for their decision. It’s a problem of decisions,” he continued.
