Japanese experts warn of large-scale flooding

(Camcer Ordonez Imam / MANILA BULLETIN) Takanori Zemmoto, JICA expert on DRRM and Office of Civil Defense, urged stakeholders involved in the Tagoloan River dike project funded by Official Development Assistance (ODA) from the government of Japan through JICA, the formulation of a policy vision on rebuilding flood-conscious societies. The P667-million Flood Control Project aims to mitigate flood damages in selected core areas in Tagoloan River Basin, which is already 85 percent completed. Tagoloan River is among the priority river basins included in the Flood Risk Management Project (FRIMP) of the DPWH's Unified Project Management Office for Flood Control Management Cluster (UPMO-FCMC) headed by Project Director Patrick Gatan, under DPWH Undersecretary for Operations Emil Sadain. The FRIMP for Tagoloan River is utilizing the integrated flood mitigation approach in its implementation. This approach entails the undertaking of both structural measures to reduce hazard magnitude, as well as non-structural measures to minimize vulnerability of the affected communities during flood events. The structural measures are comprised of the construction of river dikes and partial excavation of river channel together with drainage channel improvement in the Upstream and Downstream Sections of Tagoloan River. The non-structural measures, on the other hand, include preparation and updating of flood hazard map, improvement of flood monitoring and flood warning system, preparation of evacuation plan and conduct of Information campaigns in schools and barangays. These activities are being spearheaded by the Tagoloan Municipal Disaster Risk Reduction and Management Office (MDRRMO) with the assistance of PAGASA-DOST national and regional offices and the Office of Civil Defense (OCD) in Region 10. Two other JICA Experts shared their knowledge and insights on flood risk management during the 12th meeting of the Flood Mitigation Committee (FMC) for Tagoloan River Sub-project. DPWH-JICA Expert Takafumi Nakui highlighted in his discussion the "Recent Typhoon in Japan: Sharing of Experiences" while FRIMP-CTI Project Manager Shuji Kaku also emphasized the importance of protecting the Tagoloan River mouth area from any construction and dredging activities to prevent severe soil erosion on that part of the river that may aggravate the flood situation in the nearby areas in the future. The FMC is presently chaired by Project Manager Gil Turralde and co-chaired by Tagoloan Mayor Heckert V. Emano that regularly meet to discuss and address issues and concerns related to the implementation of the project's structural and non-structural measures. Tagoloan local government officials have expressed their gratitude to both the government of Japan through JICA and the Philippines through DPWH for the construction of the flood-control project in Tagoloan River, which inundations spawned by weather disturbances in the past have resulted in the lost of lives and properties.
