Malacañang has released the appointment papers of the three newest members of President Duterte's Cabinet.
On Wednesday, Malacañang officially released the signed documents of Foreign Affairs Secretary Teodoro Locsin Jr., Social Welfare Secretary former Army chief Rolando Bautista, and Commission on Higher Education (CHED) chairperson Prospero de Vera III.

(MANILA BULLETIN) President Duterte signed Locsin's ad interim appointment as new head of the Department of Foreign Affairs (DFA) Wednesday. Locsin was the Philippines' ambassador to the United Nations before taking over the DFA after Alan Cayetano resigned to run for Congress in next year's polls. His appointment was confirmed by Duterte last week. Senators have earlier expressed confidence that the Philippines will not be bullied with Locsin at the helm of the DFA. On the same date, Duterte also signed the appointment of Bautista as ad interim secretary of the Department of Social Welfare and Development (DSWD). He will be replacing Virginia Orogo. Initially last month, Duterte said Bautista would take over the National Food Authority (NFA,) but made a different announcement soon after. He reiterated Bautista's appointment to the DSWD in a speech in Taguig City on Monday. Duterte explained his decision to appoint a military man to a Cabinet post, saying that military men tend to obey orders without question. Malacañang also released Wednesday the appointment paper of De Vera as new CHED chairperson. Duterte signed on October 12 after the appointment was reported earlier this week. De Vera replaced Patricia Licuanan whom Duterte said he had fired due to excessive overseas trips. De Vera will be serving until July 21, 2022.
