Not even high-ranking police officials , such as police directors, are exempted from the stern warning of the National Capital Region Police Office (NCRPO) to step up the performance of their duties.
NCRPO director Oscar Albayalde said metro cops need to exert more effort, especially in their campaign against riding-in-tandem criminals, as Philippine National Police (PNP) chief Director General Ronald dela Rosa has been very particular in addressing the problem.

(CAMILLE ANTE / MANILA BULLETIN) Albayalde made the statement after the series of dismissal of several cops due to their failure to do their duties, including addressing shooting incidents involving motorcycle-riding gunmen. He said not only precinct commanders but also police district directors (DDs) will be relieved from their duties once their city directors have been found neglectful of their duty to stop riding-in-tandem suspects. Albayalde said this is to show that they are serious in implementing the principle of command responsibility. According to the NCRPO director, 77 shooting incidents perpetrated by riding-in-tandem criminals have been recorded from December 5 to March 13 in Metro Manila. Of the 77, only nine cases were solved by the metro policemen, an issue which caught the attention of Dela Rosa. This was the very reason why Senior Supt. Jemar Modequillo was relieved from his post last month as chief of the Caloocan City Police Station, which is under the jurisdiction of the Northern Police District (NPD), Albayalde said. "It is because of the series of unsolved shooting incidents in Caloocan," Albayalde explained. Since Modequillo took charge of the Caloocan police in September 2017 following a series of teen killings, the NCRPO has recorded 111 shooting incidents in the city where 117 people were either killed or wounded. The NCRPO said 51 of the cases were solved while the remaining 60 cases are "still up for a follow-up investigation." Albayalde said it has long been an order from the PNP national headquarters to inform the NCRPO director of "significant" cases such as shooting incidents, especially that the government has a serious campaign against riding-in-tandem criminals. "You know why we are very strict about this campaign, it's because if we don't catch them, the blame is on the police. We are immediately pinpointed as the primary suspects," Albayalde said. He said city police directors should immediately alert them, either through text or email, of the major incidents in their area of operation and copy furnish their district directors. "We can assure you that if our district directors have been found lacking in their performance, we will not hesitate also to relieve them," Albayalde said. Under the NCRPO are five police districts including: the Northern Police District (Caloocan, Malabon, Navotas and Valenzuela); the Quezon City Police District; the Manila Police District ; the Eastern Police District (Mandaluyong, Pasig, San Juan and Marikina); and the Southern Police District (Pasay, Parañaque, Makati, Las Piñas, Taguig, Muntinlupa and Pateros).
