Speaking at the PDP-Laban campaign rally in Palawan, the President said he has promised an improvement in power supply situation in the province.
Duterte noted that he brought Energy Secretary Alfonso Cusi to Palawan so he could address the concerns and questions of the community about the power situation.
"We have Energy Secretary Alfonso Cusi. I purposely asked him to be with us tonight so that if you have any questions or issues to talk about regarding sa energy. He has the answer," he told the crowd gathered at Asturias Hotel in Puerto Princesa City.
"I believe the last time I was here I promised you that there will be an improvement. i assure you that before the end of the year, there is a reduced rotation in the number of hours and maybe lessening of the inconvenience. Tinatapos lang nila. nandito siya," he added.
He said Cusi could explain to the Palawan residents that Shanghai Electric was doing a study about the power situation in the province. "Shanghai Electric will be completing its studies and hopefully by the end of the year," he added.
Duterte also admitted that he was "pissed off to no end" about how slow the government moves. He lamented that there was "always a monkey wrench" in government transactions.
"Napakatagal ho talaga ," he said.
"Minsan napakatagal because they purposely do it to commit graft and sometimes it is really a circuitous thing, a very tedious process of getting the papers through the grid. there is always a monkey wrench," he said.
Duterte said he prefers a "faster Cabinet and a fast bureaucracy" because he was rushing to address the country's problems with three years left in office
"I would need a faster cabinet and a faster bureaucracy because I am man in a hurry. I have about three years more or less, free months left," he said.
"There are things which I believe i must act on para maitupad ko yung promise ko,” said Duterte, who has promised to combat illegal drugs, criminality and corruption during his term.
Last November, the President visited Palawan and asked the local government and electric cooperative to resolve the frequent power disruptions and upgrade the supply until the end of the year.
He threatened to get a new electricity operator for Palawan should the concerned officials fail to meet his deadline. "I will expropriate your franchise. Bilihin ko yan at an evaluation that is fair, just compensation, to end this almost an impasse," he said.
