By Nel Andrade ANGONO, Rizal – Motorcycle riders wearing helmets, bonnets or hoods while waiting in the streets of subdivisions, neighborhoods, villages and other designated areas in this town will be subject to identity verification by local enforcers. Mayor Jeri Mae Calderon said Executive Order No. 2019-11 was issued to revive EO No. 2012-18 that empowers law enforcers and deputized agents in the town to conduct identity verification on all motorcycle riders, who are wearing helmets or bonnets, while these riders are parked or in a stationary position for more than three minutes. This came as the town’s law enforcers have heightened their vigilance over motorcycle riders acting suspiciously while continuing to wear their head and face covers while on stationary position for more than three minutes. The ordinance, originally implemented during the time of the lady mayor’s father, who is now the vice mayor of the town, aims to prevent robbery, theft and other criminal activities in the town as it was shown in the past that some crimes were committed by bonnet- or helmet-wearing criminals. The lady mayor said the measure will ensure that potential criminal activities could be prevented and that the safety of the residents will be secured at all times. Elmer Deloritos, head of the municipal government’s Public Safety and Order Office, said the office of the mayor and local law enforcers were in close coordination with community leaders and concerned residents whose cooperation is being sought for them to act as volunteers for the welfare of their respective communities. Deloritos said even uniformed riders of food delivery services and courier services, who are usually the ones entering the subdivisions, or even if the riders are on the main streets and are stationary for several minutes, will be subject to the measure.
