UP Visayas, Iloilo City forge partnership on flood preparedness

ILOILO CITY—With the recent deadly flooding in Cagayan brought about by Typhoon Ulysses, the University of the Philippines (UP Visayas) is partnering with the local government of this city on flood preparedness.

Newly installed UP Visayas Chancellor Clement Camposano led the presentation of the meta-analysis of extreme flooding studies in the country to Mayor Jerry Treñas and other city government officials.

The UP Visayas team, which included Jessica Dator-Bercilla, wanted the local government to extract lessons from various studies that could improve the flood preparedness of Iloilo City, which also saw devastation from a June, 2008, flash flood due to Typhoon Frank.

One of the key recommendations was to review the Comprehensive Land Use Plan (CLUP).

Experts told local government officials that the city’s geological features and its relationship to Tigum Aganan, Jaro, Iloilo, and Jalaur River should be taken into consideration. This is given since the city is a low-elevation coastal zone that had bodies of water and waterways disappear after being reclaimed and developed.

Since Iloilo City is a type of an alluvial fan that captures waters from mountains of towns in Iloilo, experts also reminded officials that there must be a mechanism of water run-offs for infiltration excess and saturation excess.

This is part of the partnership of UP Visayas and the Iloilo City government under the Coastal Cities at Risk Philippine studies backed by the International Development Research Centre (IDRC).
