Malacañang said it was still possible for President Duterte to fulfill his promise of a five-minute travel time between Makati and Cubao, saying it did not materialize this year because of certain factors.

In a radio interview Sunday, Presidential Spokesman Salvador Panelo said the fulfillment of the President's promises always depends on many factors and conditions.
"Yung mga pangako depende sa mga factors o kalakaran na magbibigay prutas sa kanyang pangako. Kung hindi natupad yung mga kalakaran na 'yon, if those conditions are not met, hindi pa magaganap yun (The fulfillment of his promises depends on factors or conditions. If t hose conditions are not met, then it will not happen yet)," he said.
"Hindi ibig sabihin 'pag hindi maganap ngayong taon ay hindi magaganap hanggang sa matapos ang kanyang term (But it does not mean that if that promise did not materialize this year, it will never materialize at all)," he added.
"Hanggang may buhay ay may pag-asa (There's hope as long as we're living)," he continued.
In June, President Duterte vowed that commuters and motorists will only have to travel for five minutes when going to Makati from Cubao by December this year. Malacañang said Duterte probably has something up his sleeves when he made the announcement.
However, last month, Duterte blamed Congress why this promise did not materialize, saying it was because it did not pass the budget on time.
"Because Congress did not pass the budget on time. So apektado lahat. Bibilihin mo 'yan eh (So everything will be affected. You'll have to but everything)," Duterte said in an interview with CNN Philippines.
"When there is no public spending, your economy will slow down. Kailangan (It is necessary) for you to start to spend so that the private sector will ride on it. Then it will start to run again," he added.
"Pinakamalaking spending, the biggest spender is the government. They did not pass on time. So paano mo ako (So how can you expect me to)..." he continued.
Duterte signed the 2019 budget in April this year. Two months later, he made the promise that people will be able to travel from Makati to Cubao in just five minutes by the end of the year.
According to the President, the country loses P3.5 billion a day due to traffic congestion in Metro Manila.
Duterte has rejected the proposal of lawmakers to grant him emergency powers to hasten the implementation of his infrastructure program, saying they were already too late.
