PNP: Hundreds more surrender in bloodless Oplan Tokhang

By Martin Sadongdong More than three hundred suspected drug personalities nationwide surrendered to authorities in a span of one week as the Philippine National Police (PNP)'s Oplan Tokhang (knock and plead) continues to be bloodless, a high-ranking police officer announced Friday. (PNP / MANILA BULLETIN) Bulalacao also took pride of the fact that “no cases of armed confrontation with drug suspects” were recorded which translated to zero casualties in the Oplan Tokhang, dubbed as the “soft approach” of the PNP in President Duterte’s war on drugs. He said the Northern Mindanao Regional Police Office (PRO-10) had the most number of operations with 1,016 Tokhang activities and 529 drug surrenderers, followed by the Central Luzon Police Regional Office (PRO-3) with 1,005 Tokhang activities and 656 drug surrenderers. On the other hand, 12,185 drug personalities were arrested while the death tally of drug suspects climbs to 118 in Oplan HVT (high-value target) or the PNP's “hard approach” in war on drugs as of March 5, Bulalacao said. “Moreover, the PNP, through the Directorate for Intelligence (DI), divulged 12,287 drug personalities included in validated drugs watch list dated from December 5, 2017 to February 15, 2018,” he added. The Oplan Double Barrel Reloaded, PNP's primary anti-illegal drugs campaign consisted of the Oplan HVT (upper barrel) and Oplan Tokhang (lower barrel), was again set in motion in December 2017 after it was ordered stopped by President Duterte due to allegations of police abuse. However, it was on JaN 29, 2018 that the PNP decided to bring back Oplan Tokhang after major changes were implemented to avoid the repeat of alleged police abuse.
