Customs, JICA join forces to boost modernization

The Bureau of Customs has teamed up with the Japan International Cooperation Agency (JICA) to strengthen its modernization initiatives, particularly through the revival of its laboratory, ensuring improved operations.

During a meeting last Aug. 17, JICA’s Customs Expert Katsu Shigeaki said the Japanese government aid arm is committed to assist the bureau in implementing its modernization projects.

One key area of focus will be the revival of the Philippine Customs Laboratory (PCL), which is essential for improving operational efficiency, the bureau said.

To recall, Customs Commissioner Bienvenido Y. Rubio said last June that the agency will revive the PCL to ensure accurate product analysis and combat technical smuggling.

The assistance provided by JICA will now complement the earlier commitment from the Korea International Cooperation Agency (KOICA) to support the reestablishment of the PCL.

“The reestablishment of the Philippines Customs Laboratory is an opportunity to further enhance border security efforts, increase revenue collection, and foster international cooperation in customs practices," Rubio earlier said.

Additionally, Rubio highlighted the advantage of the PCL, emphasizing its role in upholding the credibility of Customs.

By implementing a modernized system, Customs aims to prevent the proliferation of technically smuggled goods.

In addition, Customs said the agency expects to benefit from other technical assistance and capacity-building support provided by JICA. 

This support is set to play a role in enhancing customs processes and promoting effective governance within the agency, Customs said.

The collaboration between Customs and JICA will focus on proactive knowledge sharing and the adoption of best practices.—Gabriell Christel Galang
