Department of Transportation (DOTr) Secretary Arthur P. Tugade yesterday approved the project's Notice to Proceed after the DOTr and San Miguel Corp. (SMC) signed the Concession Agreement for the New Manila International Airport (NMIA).
SMC formally received the Notice of Award for the project last month (August 14, 2019), shortly after the opening of bids where the conglomerate's proposal went uncontested.
Under the concession agreement, SMC will undertake the financing, design, construction, supply, completion, testing, commissioning, and operation and maintenance (O&M) of the new international gateway, for a concession period of 50 years after the completed construction of its initial phase.
With a design capacity of up to 200 million passengers annually and plans for four parallel runways, the Bulacan International Airport is seen to help decongest the Ninoy Aquino International Airport (NAIA) and complement the operations of Clark International Airport (CRK).
The airport is expected to start construction by the end of this year. It will be operational within four to six years.
The Bulacan Airport will enhance the mobility and connectivity of air-riding Filipinos through an additional choice of gateway, Tugade underscored.
"The riding public is our most important consideration," he reiterated. "Let it be a battle of commercial competitiveness among the Bulacan Airport, NAIA and Clark Airport. The passengers will be given a freedom of choice. It's all about comfort. It's all about convenience for Filipinos."
For the part of SMC, President and COO Ramon S. Ang said the airport will help boost economic growth in Central Luzon.
"This will really benefit our people and it will create a lot of business opportunities for Filipinos. It will bring so much foreign tourists," he stressed. "This is a collaboration to improve the lives of our people."
