DOTr defends Tugade for allegedly false claims on a viral video

By Alexandria San Juan The Department of Transportation defended its secretary, Arthur Tugade, for allegedly false claims on a viral video where the chief was seen seemingly leaning in for a kiss to one of its female employees during the agency's Christmas party games in 2016. (Screen grabbed from Pinoy Ako Blog's post) (Screen grabbed from Pinoy Ako Blog's post) "We find it unfortunate and rather sad that known critics of the administration had to pull an old video of Secretary Arthur Tugade having clean fun with employees, and put malice where there is none," Goddess Libiran, DOTr communications director, told reporters Tuesday. Seen on the video was Tugade leaning into a female employee of the DOTr to pass something from his mouth. The woman, however, seemed to be hesitant on getting what was in his boss' mouth with her lips. The video, which was uploaded on Facebook by user "Pinoy Ako Blog" on June 4, garnered around 96,000 views and 1,600 shares as of posting. According to Libiran, the video was taken during the Christmas Party of the DOTr in its former Ortigas office in December 2016. "The highlight of the event was a boodle fight, and employees were thrilled that Secretary Tugade would join them. Employees cheered and even nominated other pairs (not seen in video) to participate in what was a fun and lighthearted moment," Libiran explained. The clip involving Tugade went viral following the controversial video of President Rodrigo Duterte kissing a female overseas Filipino worker in South Korea during his visit there over the weekend. Tugade was appointed by President Duterte as Transportation chief in 2016. Before his appointment, Tugade served as the President and Chief Executive Officer of Clark Development Corporation, an attached agency of the government-owned Bases Conversion and Development Authority under former President Benigno Aquino III.
