The Judicial and Bar Council (JBC) on Monday (June 8) nominated seven applicants to the Supreme Court (SC) for the position vacated by Associate Justice Andres B. Reyes Jr. who retired last May 11.

Nominated were Court Administrator Jose Midas P. Marquez and Court of Appeals (CA) Associate Justices Japar B. Dimaampao, Priscilla J. Baltazar Padilla, Jhosep Y. Lopez, Ramon A. Cruz, Manuel M. Barrios and Ricardo R. Rosario.
The JBC was expected to have submitted its shortlist to President Duterte immediately after its voting on the nominees.
Under the Constitution, the President has 90 days from May 11, 2020 to appoint Reyes’ replacement.
The JBC is the constitutional office that accepts, screens and nominates appointments to the judiciary, Ombudsman, deputy Ombudsman, special prosecutor, and the chairperson and regular members of the Legal Education Board.
It is headed by Chief Justice Diosdado M. Peralta.
Whoever is appointed in lieu of Reyes would be the President’s 11th incumbent appointee in the 15-member SC.
The other Duterte appointees who are Associate Justices Alexander G. Gesmundo, Jose C. Reyes Jr., Ramon Paul L. Hernando, Rosmari D. Carandang, Amy C. Lazaro Javier, Henri Jean Paul B. Inting, Rodil V. Zalameda, Mario V. Lopez, Edgardo L. Delos Angeles, and Samuel H. Gaerlan.
Last year, the President also appointed Peralta as Chief Justice.
Aside from Peralta the other incumbent SC members are Senior Associate Justice Estela M. Perlas Bernabe and Associate Justices Marvic Mario Victor F. Leonen and Alfredo Benjamin S. Caguioa.
Earlier, the JBC -- through ex-officio secretary Edgar O. Aricheta – announced the opening for applications and nominations to the post of SC associate justice that would be vacated on September 18 with the mandatory retirement of Associate Justice Jose C. Reyes Jr., and to the post of CA presiding justice that was vacated when CA Presiding Justice Romeo F. Barza retired on Aug. 2, 2019.
