The Philippine Navy welcomed its new Chief of Naval Staff (CNS), Commodore Loumer P. Bernabe, during the Change of Chief of Office ceremony held at the Naval Station Jose Andrada in Roxas Boulevard, Manila on Friday.
No less than the Flag Officer in Command (FOIC) of the Philippine Navy, Vice Admiral Robert A. Empedrad, presided the ceremony.

Bernabe, who was the former Naval Forces Central Commander, replaced Rear Admiral Erick A. Kagaoan who is now the Commander of the Naval Forces Western Mindanao.
In his remarks, Empedrad lauded the outgoing Chief of Naval Staff in the many accomplishments of the PN that made 2018 a banner year for the Command. It was in 2018 that the Navy was ushered into the missile age with the successful firing of the Spike-ER missile system, broadening the Navy's horizon when it sent for the first time a substantial naval contingent to the Rim of the Pacific Exercise as well as to Vladivostok, Russia for a port visit and during the ASEAN-China Maritime Exercise.
"I have nothing but praise for his passion to serve the Philippine Navy in another capacity. I told him thanks, which I believe is not enough to express my gratitude for all his excellent service as the Chief of Naval Staff," Empedrad said.
The Navy chief also expressed his confidence to Commodore Bernabe as the new Chief of the Central Nervous System of the Navy as the Office of the Chief of Naval Staff is fondly called.
"Mataas ang respeto ko sa iyung potential at capability to lead the Office of CNS. Marami tayong pagsubok sa taong ito. Marami tayong dapat gawin sa ikabubuti ng Hukbong Dagat ng Pilipinas . Let's work together for the glory of the Philippine Navy," Empedrad said.
Commodore Bernabe hails from Cabanatuan City, Nueva Ecija and is a member of the Philippine Military Academy (PMA) "Hinirang" Class of 1987.
The Office of Chief Naval Staff has the over arching role of being one of the key advisers of the FOIC of the PN and likewise administer the HPN staff of the accomplishment of the respective mission.
The Change of Chief Office is a time-honored tradition in the military service that emulates the important ability of each and every Naval Officers to assume his post to better serve the organization.
