The Department of Agrarian Reform (DAR) will be utilizing and integrating technology to ensure that social distancing measures are observed as it continues to assist the public on their agrarian reform-related concerns.

A Visitor’s Access Portal System (VAPS) and Access Portal System (APS) will be established to "ensure greater productivity and connectivity between and among offices, and establish a more technologically adept workforce as the new norm," according to DAR Secretary John Castriciones.
The DAR chief has issued a directive, which forms part of the "new normal" safety protocols being implemented by the department, to mitigate the spread of the coronavirus disease.
He said that both VAPS and APS is a system of linked computers running on Office 365 Teams applications.
VAPs terminals is a system where representatives from the DAR Public Assistance and Information Center (PAIC), on behalf of the clienteles who visit the DAR to inquire about agrarian reform-related cases, may communicate via voice or video call with its frontline offices.
Frontline offices include DAR Adjudication Board, Bureau of Agrarian Legal Assistance, Bureau of Land Tenure and Improvement, and Legal Service, as well as the DAR Regional Offices (RO) in Region 4-A and Region 4-B.
Meanwhile, APS terminals serve as a supplement to landline phones at any DAR central office (CO), including DARRO 4-A and 4-B, where certain offices may communicate with other offices using the Office 365 Teams applications in the DARCO compound to maintain social distancing in the workplace.
"DAR will designate and maintain VAPS operator and APS operator to answer all voice or video calls in their respective VAPS and APS terminals only during office work hours," Castriciones said.
He explained that the VAPS PAIC operator will be the only one who can initiate the VAPS calls to frontline offices to ensure that all daily PAIC visitor’s concerns are addressed.
Meanwhile, APS calls can be initiated by any APS operator to any other APS terminals.
To initiate a VAPS voice or video call, the VAPS PAIC operator will select the frontline office from the VAPS contact lists, based on the needs of the clientele.
VAPS frontline operators are required to record the name, contact details, concerns of the PAIC visitor, reasons why concerns were not addressed, and resolution given by the VAPs frontline operator.
They also must inform clients that communications should only be done directly with the frontline office either through landline, mobile call, or email.
"Since APS calls are made in real-time, initiating and receiving APS operators are encouraged to interact with each other for concerns requiring immediate attention, such as the chat feature for short messages, or its file transfer feature for faster transfer of online data among offices," Castriciones said.
He has also directed DAR's Management Information System Service to provide the necessary technical support.
