Sen. Binay files bill allowing jailed solo parents to attend to children
Senator Nancy Binay has called on Congress to pass a bill that would allow jailed solo parents to attend to their children.

Binay specifically pushed for the approval of her Senate Bill No. 1344 which seeks to create programs for incarcerated parents and help them continue their obligations and maintain their relationship with children.
Under the bill filed early this year, courts, in cases involving the conviction of solo parents, must give an appropriate warning about the special consequences concerning the parental rights of the accused.
If the accused has any minor children, the court shall automatically direct a social worker or a representative of the Department of Social Welfare and Development (DSWD) to discuss with the parent various options regarding the care and custody of their child.
The bill also seeks to task the Department of Justice, the Bureau of Corrections, the Department of Health and the DSWD to come up with programs to implement the measure, which include counseling, health and other social services, as well as visitation.
Aside from the bill's passage, Binay also called for the review of existing standards for the healthcare needs of pregnant inmates in order to meet the special needs of women and nursing mothers in jails.
On Friday, she called on the Philippine National Police not to separate Amanda Echanis from her one-month-old son, pointing out that it is crucial for the newborn's development.
Amanda, daughter of slain activist and peace consultant Randall Echanis, was arrested by police Wednesday, on charges of illegal possession of firearms and explosives.
"The pursuit of justice need not be inhumane. In fact, justice demands that we protect children from the consequences of their parents’ alleged actions. Nakikiusap tayo sa ating mga awtoridad na isaalang-alang ang kapakanan ng sanggol (I appeal to our authorities to consider the welfare of the infant)," Binay said.
