Review of deputation process sought to curb extortion, abuses by traffic enforcers

The House Committee on Metro Manila Development stressed the need to review the deputation process for traffic enforcers to curb abuses and instances of extortion that have become prevalent all over Metro Manila and nearby expressways.

In a recent hearing conducted by committee chairman Rep. Manny Lopez, the House panel noted that complaints against abusive and practices of traffic enforcers have increased as the traffic situation returned to pre-pandemic situation.

Lopez noted the worsening traffic situation is made worse by “reports of corruption and abuses” directed towards traffic enforcers.

The panel chairman stated that “while true that there are abusive motorists as well, this does not excuse any abusive acts in the enforcement of traffic laws, more so acts involving corruption.” During the hearing, representatives from the Department of Transportation, Land Transportation Office (LTO) Metro Manila Development Authority and Land Transportation Franchising and Regulatory Board aired the observation that abuses and corrupt practices may be linked to the current process of deputation of traffic enforcers.

Resource person from the regulatory agencies admitted that there is no single or centralized deputation process being observed by them.

Lopez said the committee will study further the current traffic actuation aside from pushing for the immediate passage of the “no contact traffic apprehension police.

“As we study these legislative measures, I immediate would like to take this opportunity to remind our traffic enforcers that they are, first and foremost, public servants. Service should be dispensed with courtesy and not with arrogance,” Lopez said.
