Cops raid cockpit arena in Misamis Oriental town; over 300 sabungeros facing charges

CAGAYAN DE ORO CITY -- A total of 303 cockfighting aficionados, including the owners of the cockpit arena in Mandangoa village in Balingasag town, Misamis Oriental are facing charges after violating the guidelines set by the National Inter-Agency Task Force (IATF) in the conduct of the ‘sabong’.

The police personnel of Misamis Oriental Police Provincial Office (MORPPO) and the Balingasag found this violation during a raid of the said cockpit arena on Sunday evening, April 3.

In a phone interview Monday, April 4, Lt. Theofratus Pia, spokesperson of MORPPO, told Manila Bulletin those individuals had violated the IATF Resolution No. 154, paragraph 1, which states that betting shall be cashless and shall use technology-based platforms and no physical exchange of cash and no oral placing of bets.

"The cockpit arena should have a cashless for the bet money. There should not be a physical giving of bet money," Pia stressed.

The spokesperson has clarified that the cockpit arena owned by Lito Solde II is allowed to operate, however, the IATF guidelines must be strictly followed.

Prior to the incident, the police, together with the representatives from the local government unit (LGU) and municipal health office (MHO) of Balingasag had already conducted a series of inspection, monitoring and enforcement of the said guidelines which started on March 13.

Based on MORPPO report, the second visit happened on March 20 where the same violations were seen and the owner was advised to cease their cockfighting operations.

Pia stressed that Col. Raniel Valones, MORPPO director, already sent a notice to the owner to strictly adhere to the guidelines due to the ongoing threat of coronavirus disease 2019 (Covid-19).

"Actually, our provincial director already sent a notice for them to follow the guidelines from the IATF so that they can still continue their operation. They were advised not to operate if they cannot follow the guidelines," Pia said.

In a separate phone interview, Maj. Teodoro De Oro, Balingasag chief of police, said they only detained 13 persons, including the owners and the cockpit arena staff. The other violators were not detained, however, they will also be filed charges in a regular filing process.

"They will be facing Resistance and Disobedience to a person in Authority in relation to the violation of IATF resolution no. 154," De Oro said.

The town of Balingasag is still under alert level 2 status.

Based on the IATF declaration, only the towns of Initao, Binuangan, Alubijid, Libertad, Lugait, Sugbongcogon, Laguindingan, Naawan, Tagoloan and El Salvador City have been placed under alert level 1 status in the province of Misamis Oriental.
