DPWH stops projects tied to alleged illegal reclamation in Taguig City

The Department of Public Works and Highways (DPWH) has issued cease-and-desist orders (CDOs) covering projects linked to the alleged illegal reclamation of portions of Laguna de Bay in Taguig City, DPWH Secretary Vivencio “Vince” Dizon confirmed on Sunday, Aug. 30.
Dizon said the orders were issued on Aug. 20 upon the directive of the Office of the President through the Philippine Reclamation Authority (PRA).
“We already issued the CDOs, as ordered by the Office of the President through the Philippine Reclamation Authority. Kasi ang PRA, under the Office of the President ‘yan (This is because the PRA is under the Office of the President),” Dizon told reporters during his visit to Marikina City.
“So, nag-issue na kami [ng CDOs] noong August 20 (So, we already issued the CDOs on Aug. 20),” he added.
The DPWH chief said the stakeholders, including the Taguig City government, Laguna Lake Development Authority (LLDA), and PRA, would hold a meeting to discuss the issues surrounding the projects.
“Nagpatawag na ng meeting ang iba’t ibang stakeholders kasama na ang City of Taguig plus LLDA and PRA (The various stakeholders, including the City of Taguig, the LLDA, and the PRA, have already called a meeting),” he said.
“Let’s just discuss it kung ano ba talaga, kung mayroong mga problema dyan (Let’s just discuss what the situation really is and whether there are problems there). Aalamin natin kung ano ‘yung way forward (We will determine the way forward). But lahat ‘yan, effective immediately (But all of those are effective immediately),” Dizon added.
On Aug. 10, Sen. Panfilo “Ping” Lacson said the PRA had informed him, his staff, and DPWH officials that all reclaimed areas in Taguig City without PRA permits, whether held by the local government or private individuals or corporate entities, were subject to forfeiture in favor of the national government.
He said the PRA and DPWH had also agreed that the DPWH would begin issuing cease-and-desist orders covering ongoing slope protection and mitigation projects in the area following the discovery of 32 anomalous and suspected ghost projects.
As such, Lacson said the facts established by his team and validated by the concerned agencies contradicted Sen. Alan Peter Cayetano’s denials during his Facebook Live broadcasts.
