SAN FERNANDO CITY, La Union — The Philippine Coast Guard–Northwestern Luzon has placed its units on heightened alert as the enhanced southwest monsoon, or habagat, continued to dump heavy rains across Northern Luzon.
Lieutenant Junior Grade Dado M. Ab-abulon Jr., officer-in-charge of the Coast Guard District North Western Luzon Community Relations Office, said Coast Guard stations and sub-stations have been placed on alert to ensure the immediate deployment of personnel in areas that may be affected by flooding and other weather-related emergencies.
Ab-abulon said 60 response groups composed of around 400 Coast Guard personnel are ready for deployment.
The Coast Guard has also prepared 10 land assets and 28 floating assets for search-and-rescue operations, maritime patrols, and evacuation missions.
Ports, rivers, and other critical areas in the region are being closely monitored as heavy rains continue.
The heightened alert came as the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) warned of a rainy start to September, with several provinces in Northern Luzon expected to receive between 100 and 200 millimeters of rain.
In Weather Advisory No. 30 issued at 5 a.m. Sunday, Aug. 30, PAGASA placed Benguet, Ilocos Sur, La Union, Pangasinan, Bataan, Zambales, Tarlac, and Pampanga under the 100- to 200-mm rainfall outlook.
Abra, Apayao, Kalinga, Ifugao, Mountain Province, Nueva Vizcaya, and several nearby provinces may receive between 50 and 100 mm of rain.
PAGASA warned that rainfall could be higher in mountainous and elevated areas and that the danger of flooding and landslides could worsen in areas already saturated by previous rains.
The heavy rainfall is expected to persist through Tuesday.
On Monday, the 100- to 200-mm rainfall outlook will cover Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Benguet, Zambales, and Bataan.
By Tuesday, Sept. 1, Ilocos Norte, Ilocos Sur, Abra, Benguet, and Zambales are still expected to receive between 100 and 200 mm of rain.
The Coast Guard advised residents, particularly fishermen and travelers, to avoid unnecessary travel and closely monitor weather bulletins and advisories from authorities.
Ab-abulon also urged the public to remain calm, comply with evacuation orders, and immediately coordinate with the nearest Coast Guard station in case of emergencies.
The Coast Guard is continuing to coordinate with local government units and other government agencies to ensure a swift response to weather-related incidents. (Freddie G. Lazaro)
