Over 166,000 GSIS members, pensioners eligible for ₱4-billion loan package
The Government Service Insurance System (GSIS) has earmarked nearly ₱4.4 billion in emergency loans to assist 166,789 active members and pensioners recovering from recent typhoons and southwest monsoon rains in nine Luzon areas.
Under the relief facility, GSIS said active state workers and old-age or disability pensioners in designated disaster locations can obtain quick credit directly through the pension fund’s digital mobile application.
Application deadlines vary across the affected territories. Borrowers in Pampanga, Calumpit in Bulacan, and Mangaldan and Dagupan City in Pangasinan have until September 13, 2026, to file their credit applications.
The window extends to Sept. 18 for applicants in Sta. Barbara, Pangasinan, and to September 20 for residents in Hagonoy, Bulacan, and Masinloc, Zambales.
The largest blocks of eligible policyholders reside in Cavite and Rodriguez, Rizal, where 94,750 members and pensioners have until November 12 and November 16, respectively, to request funding.
Active government employees qualifies for the financing if they work or live in the declared calamity zones, maintain a clean credit record with no due and demandable GSIS loans, and are not currently on unpaid leave.
Applicants must have remitted at least three monthly premium payments within the six months prior to filing, have no pending administrative or criminal charges, and maintain a minimum monthly net take-home pay of ₱5,000 following all payroll deductions.
Old-age and disability pensioners living in the hit regions may also borrow provided their resulting net monthly pension remains at or above 25 percent of their basic pension allocation once the loan amortization is deducted.
First-time borrowers can secure ₱20,000, while applicants carrying balances from previous emergency facilities may access up to ₱40,000, with the net proceeds used to settle their existing debt under standard pension fund guidelines.
The loans carry a three-year repayment schedule structured in 36 equal monthly installments at a fixed interest rate of 6% per annum. The financial package includes loan redemption insurance, which fully cancels any remaining debt balance in the event of the borrower’s death, provided payments remain up to date.
Applicants may file online via the GSIS Touch mobile platform, with approved funds transferred directly to their linked GSIS eCard or Unified Multi-Purpose ID accounts.
