President Marcos has transferred the administrative supervision of the Presidential Commission for the Urban Poor (PCUP) and the National Anti-Poverty Commission (NAPC) to the Office of the President, bringing the two agencies back under direct Palace oversight.

The transfer was ordered under Executive Order (EO) No. 123, signed by Executive Secretary Ralph Recto on Aug. 18, 2026.

The order said placing the PCUP and NAPC under the administrative supervision of the Office of the President would strengthen policy coordination, ensure greater convergence of poverty reduction and urban development initiatives, and facilitate the implementation of programs requiring a whole-of-government approach.

The PCUP was created under EO No. 82 issued in 1986 and was placed under the Office of the President to serve as a direct link between the urban poor and the government in policy formulation and program implementation.

The NAPC, meanwhile, was created under Republic Act No. 8425, or the Social Reform and Poverty Alleviation Act, as a coordinating and advisory body for the implementation of the Social Reform Agenda and the government's poverty alleviation and reduction programs.

Executive Order No. 67, issued in 2018, had transferred the administrative supervision of both agencies to the Department of Social Welfare and Development (DSWD) to harmonize their policies and programs with the department's poverty alleviation and social services initiatives.

The new order cited EO No. 72 issued in 2002, which provides that agencies whose mandates or functions require the immediate attention of the President and cut across different sectors should be placed under the Office of the President.
