Government procurement can turn youth patents into successful products

A patent can protect an invention, but it cannot guarantee that anyone will use it. For many young innovators, securing intellectual-property rights is only the beginning of a much harder journey. They must still manufacture the product, prove that it works, find customers, meet regulatory standards and survive long enough to enter the market. This is where government procurement can make a difference.
Governments rank among the largest buyers of goods and services. They purchase medical equipment, school technology, agricultural tools, transport systems, environmental solutions and digital services. A small share of this spending, directed strategically toward youth-led innovation, could help transform promising patents into tested, credible and commercially viable products.
Young inventors often face a credibility problem. A ministry, hospital or school may like an idea but hesitate to buy from an inexperienced supplier. Private investors, meanwhile, may refuse to provide funding until the product has proven demand. The result is a damaging cycle: the innovator cannot win customers without production capacity and cannot build production capacity without customers.
Public procurement can break that cycle. Governments could create pilot procurement programmes through which agencies test patented products developed by young people. A health ministry might trial a low-cost diagnostic device. A local authority could test a water-saving technology. A school system could introduce a youth-designed learning platform in a limited number of classrooms. These initial contracts would give inventors revenue, practical feedback and evidence that their products can perform in real settings.
However, simply announcing opportunities is not enough. Traditional procurement systems often favour large, established companies with years of audited accounts, extensive insurance coverage and the ability to deliver at scale immediately. Such requirements may be reasonable for major contracts, but they can automatically exclude young innovators before their products are even considered.
Governments should therefore create innovation-friendly procurement rules. Small pilot contracts could have simplified application processes, proportionate financial requirements and shorter payment periods. Evaluations should give weight to originality, public value and problem-solving capacity, not only to a bidder’s size or history. Procurement officials should also be trained to assess innovative products without exposing public institutions to unnecessary risk.
Support must continue after a pilot is awarded. Young patent holders may need assistance with certification, manufacturing, quality control, pricing, distribution and contract management. Governments can connect them with universities, standards agencies, incubators and established manufacturers. Where necessary, public funds could help successful pilots move from prototype production to larger-scale delivery.
Transparency is essential. Youth procurement programmes must not become vehicles for political favoritism or poorly tested products. Opportunities should be publicly advertised, selection criteria should be clear, expert evaluations should be independent and results should be published. Safety, quality and value for money must remain non-negotiable.
Governments should also ensure that inventors retain fair control of their intellectual property. A public contract should not force a young person to surrender ownership of a patent merely to gain market access. Licensing arrangements should be balanced, clearly explained and supported by independent legal advice.
The wider benefits could be significant. Successful youth inventions can create jobs, reduce imports, solve local problems and encourage other young people to pursue science, engineering and entrepreneurship. Public institutions would also gain access to solutions designed by people who understand the challenges within their own communities.
Patents should not become expensive certificates stored in drawers. They should become products that improve lives and build industries. By using procurement as a bridge between invention and the marketplace, governments can ensure that young innovators receive more than applause. They receive their first real customer, their first proof of demand and a genuine chance to succeed.
