The Cybercrime Investigation and Coordinating Center’s (CICC) warning that the Philippines may block websites and online platforms that fail to meet child-safety requirements deserves serious attention. It comes at a particularly painful moment, following the shock and indignation generated by the recent school shootings in Tacloban and Zamboanga City.

The Zamboanga tragedy was especially disturbing because the attack was livestreamed, bringing the violence directly into the digital lives of young people. It followed the June shooting in Tacloban, making two such incidents within two months. Authorities are rightly examining not only firearms and school security but also the possible influence of violent online content and communities.

Yet we must be careful not to draw a simplistic line between exposure to violent games or websites and violent behavior. The fact that a suspect played a particular game does not establish that the game caused the violence.

The larger issue, therefore, is not simply what to block. It is how to make the digital environment demonstrably safer for children and youth.

Government must first establish clear, enforceable and transparent child-safety standards for platforms operating in the Philippines. These should include effective age verification, meaningful parental controls, rapid removal of illegal or clearly harmful content, mechanisms for reporting grooming and exploitation, and preservation of digital evidence for law-enforcement investigations. Existing law already requires internet intermediaries to take down child sexual abuse and exploitation material upon proper notice.

Second, regulation must extend beyond episodic blocking. The CICC has acknowledged a fundamental problem: many major social-media, gaming, messaging and streaming platforms operate beyond Philippine jurisdiction. Government should therefore pursue binding arrangements requiring platforms serving Filipino users to maintain accountable local points of contact, cooperate with lawful investigations and submit to meaningful penalties for repeated violations.

Congress also has a role. The proposed Children’s Social Media Safety Act, for example, contemplates age verification, parental consent, safeguards against harmful content and substantial penalties for noncompliant platforms. The objective should not be censorship for its own sake, but a proportionate regulatory framework that puts the welfare of children ahead of platform convenience.

Parents and schools must be part of the solution. Digital literacy should become as fundamental as traditional literacy. Children need to understand that livestreaming violence, joining dangerous online communities or sharing graphic material can have real-world consequences. Parents, meanwhile, need practical guidance—not merely warnings—on privacy settings, age restrictions, gaming controls, cyberbullying and signs of online radicalization or distress.

Civil society, technology companies, educators, psychologists and child-protection organizations should form a stronger national alliance for online child safety. Platforms should be expected to provide independent safety audits, publish meaningful transparency reports and invest in Filipino-language moderation and rapid-response systems.

Commendably, major telecommunications companies such as Globe, Smart and PLDT have announced that they would block sites that stream school shootings and show violent content to preempt the use of easily accessible mobile devices for displaying harmful or dysfunctional content.

Finally, every school must have an early-warning and intervention mechanism. Physical security—CCTV cameras, controlled access and emergency protocols—is important. But as Education Secretary Sonny Angara has emphasized, prevention must also involve reaching out to students and recognizing warning signs before they escalate.

The real test is whether government, platforms, families, schools and civil society can create an ecosystem in which children are protected without being deprived of the Internet’s enormous educational and creative possibilities.

The objective should be unmistakable: not merely to keep harmful content away from children, but to build children who are better equipped to navigate the digital world.
