SCTEX Luisita Interchange puts Tarlac and Crescendo on a faster track

Better access to key destinations is set to support Tarlac's growth as a hub for business, industry, education, and residential living

Better connections between cities and economic centers can shorten travel, ease traffic, and support the movement of people and goods. In Central Luzon, the Subic-Clark-Tarlac Expressway (SCTEX) Luisita Interchange expansion is set to improve access to Tarlac City and nearby provinces, offering more direct routes while easing congestion along MacArthur Highway. The upgrade is also expected to support developments such as Cresendo, Ayala Land’s 290-hectare master-planned estate in Tarlac City.

Led by BCDA President and CEO Engr. Joshua “Jake” Bingcang, alongside BCDA Vice President for Strategic Projects Management Engr. Randy Viacrusis and OIC-Senior Vice President for Conversion and Development Engr. Mark Torres, the project is being carried out with local government units and tollway partners. The expansion will add dedicated northbound entry and exit ramps to the Luisita Interchange, serving motorists traveling between Tarlac City and northern provinces including Baguio, La Union, and Pangasinan. An estimated 11,200 motorists are expected to benefit daily.
Joining the groundbreaking were Tarlac Governor Christian Yap, Tarlac City Mayor Susan Yap, Vice Governor Estelita M. Aquino, La Paz Mayor Venus Jordan, and NLEX Corporation President and General Manager Luis S. Reñon, reflecting the collaboration among national agencies, local governments, and tollway partners behind the project.

The project is also expected to support Cresendo as it develops into a mixed-use community for commerce, industry, education, and residential living. Estate Development Head for Central Luzon at Ayala Land Estates Rica Balbido said the improved connectivity will help strengthen the estate’s links to Tarlac and key economic centers, noting, “Connectivity is a critical driver of regional development. The SCTEX Luisita Interchange expansion will improve access to Cresendo and strengthen connections between Tarlac and key economic centers. This supports our vision for Cresendo as a community where businesses can grow and people can live, work, and thrive.”
For motorists, the upgrade means a more convenient route into Tarlac. For the city, it adds infrastructure that can keep pace with its expanding economy and growing communities, while giving developments such as Cresendo better access to the wider region.
