A group of motorcycle taxi riders saw the logic behind the argument raised by the Land Transportation Franchising and Regulatory Board (LTFRB) in prohibiting multi-homing in the controversial memorandum circular being opposed by riders.

For the Motorcycle Taxi Riders Organization (METRO), the multi-homing that is being aggressively pushed by some motorcycle taxi riders is denying other riders who want to earn a living through the ride-hailing motorcycle services.

The LTFRB describes Multi-Homing of Services as a motorcycle taxi rider onboarded and activated by more than one Motorcycle Taxi Platform Provider (MTPP) to perform motorcycle taxi services.

METRO Co-Convenor Jason Luna said the ban on multi-homing promotes fairness in rider accreditation and creates more employment opportunities across the motorcycle taxi industry.

“The policy addresses the unequal distribution of rider opportunities, where a limited number of riders are accredited by multiple transport network companies (TNCs) while many aspiring riders remain on waiting lists,” said Luna.

"We support the LTFRB's move to prohibit multi-homing because it will open more opportunities for qualified riders who have long been waiting to enter the industry. Instead of a few riders occupying multiple slots, more Filipinos will have the chance to earn a decent livelihood," he added.

The prohibition on multi-homing was included in the LTFRB Memorandum Circular 2026-048, along with the provision that stipulates road safety measures in operating motorcycle taxis.

The memorandum circular was the subject of a recent protest action by some motorcycle taxi rider groups. 

But Metro said the LTFRB was right in pointing out the prohibition in multi-homing, as It argued that the measure will encourage a more equitable distribution of rider accreditations among motorcycle taxi platforms.

Luna said the measure ensures that the benefits of the industry are shared by a larger number of workers.

Luna explained that a one-rider, one-platform policy will also strengthen accountability, simplify regulatory oversight, and help transport network companies improve rider training, monitoring, and compliance with safety standards.

"At the end of the day, our priority is creating sustainable jobs while ensuring a safer and more organized motorcycle taxi industry. We believe the LTFRB's proposal is a step in that direction," Luna said.

The group also urged all stakeholders to support evidence-based regulations that balance rider welfare, passenger safety, and the sustainable growth of the industry.
