PNP to roll out German anti-kidnapping methods to field units

The Philippine National Police (PNP) will introduce new kidnapping investigation and crisis negotiation techniques to police units nationwide after members of its Anti-Kidnapping Group (AKG) completed specialized training conducted with German experts.
Police Gen. Jose Melencio C. Nartatez Jr., PNP chief, said the AKG has been directed to share the lessons learned during the two-week course with field units to strengthen police operations against kidnapping.
“I have directed the Anti-Kidnapping Group to cascade the best practices and techniques learned during the training to field units,” Nartatez said in a statement on Wenesday, Aug. 5.
The training was conducted from July 20 to 31 at Summit Hotel and Resort in San Juan City in partnership with the German Embassy.
It covered communication and negotiation, victim-based risk analysis, social media negotiations, the use of artificial intelligence, and financial investigation.
German experts also facilitated lectures, case studies, and tabletop exercises designed to improve the investigative and crisis negotiation skills of AKG personnel.
“The best practices and techniques they learned will be integrated into our investigative procedures, crisis negotiation protocols, and operational planning to further improve our capability to safely resolve kidnapping incidents and bring offenders to justice,” Nartatez said.
As part of the expanded capability-building program, Nartatez also ordered the AKG to hold regular kidnapping response and hostage negotiation simulation exercises with field units to reinforce operational readiness.
He said the additional training would further improve the PNP's response to kidnapping incidents and enhance public safety.
Meanwhile, the PNP chief warned criminal groups that the police force would continue enhancing its operational capability through training and international cooperation.
“To those who continue to engage in kidnapping and other serious crimes, let this serve as a warning that the PNP is continuously improving its capabilities and strengthening partnerships to track you down,” he said.
“We will relentlessly pursue every lead, rescue every possible victim, and ensure that those responsible are held accountable under the law,” he added.
