GSIS disburses ₱27 billion in microloans to civil servants
State-run Government Service Insurance System (GSIS) has disbursed ₱27.29 billion in microloans to 463,608 active state workers through its expanded credit facility, offering civil servants an alternative to high-cost informal lenders.
The total reflects loan issuances from Oct. 24, 2024, through July 28, 2026, under the Ginhawa Go program, according to a statement from the state pension fund on Wednesday, July 29. Originally introduced as Ginhawa Lite, the initiative was rebranded and relaunched in February 2026 as part of broader government efforts to broaden access to low-cost financing for public sector employees.
Finance Secretary Frederick Go, who oversees the fund under the Department of Finance, spearheaded the program’s relaunch on Feb. 19, 2026, noting its role as a safeguard against predatory lending schemes targeting civil servants.
“This program protects employees from abusive lending processes,” Go said.
Under the updated terms, eligible GSIS members can borrow between ₱1,000 and ₱50,000 at an annual interest rate of six percent. Repayment schedules range from 30 days to 24 months depending on the borrowed principal. To streamline access, the fund processes applications digitally through its GSIS Touch mobile application, depositing approved funds directly into members’ bank accounts.
The microloans also feature built-in Loan Redemption Insurance, a mechanism designed to fully extinguish any remaining loan balance if a borrower dies, shielding surviving family members from inherited debt liabilities.
“Ginhawa Go answers a basic need for our members: quick, dignified access to credit that will not push them toward informal lenders,” GSIS President and General Manager Wick Veloso said. “The volume moving through this program tells us it is filling a gap our members needed filled.”
The credit facility forms part of a broader push by the administration of President Ferdinand Marcos Jr. to boost financial inclusion nationwide. State employees seeking to access the facility can verify their eligibility and submit applications via the mobile portal or at physical GSIS service branches nationwide.
