As Congress opens its regular session today, it confronts one of the most ambitious legislative agendas in recent years, Awaiting action are landmark measures on political reform, transparency, food and water security, energy, digital governance, healthcare, education, environmental sustainability and social protection.

The pending priorities of the Legislative-Executive Development Advisory Council (LEDAC) include: the Anti-Political Dynasty Act, the long-awaited Right to Information Act, the National Land Use Act, the Department of Water Resources Act, amendments to the universal health care and 4Ps laws, the Waste-to-Energy Act, the Child Online Safety and Protection Act, Digital Payments legislation, reforms to strengthen the Energy Regulatory Commission, and measures to curb digital disinformation and modernize financial transparency.

Together these bills constitute a comprehensive roadmap for improving governance, restoring public trust, and sustaining economic growth.

The challenge before Congress is particularly demanding because the nation confronts multiple and overlapping concerns. The economy continues to face external uncertainties arising from global geopolitical tensions, elevated energy prices, and volatile financial markets. At home, persistent inflationary pressures, infrastructure deficiencies, recurring natural disasters, and rising public concern over corruption underscores the urgency of decisive legislative action.

Congress therefore cannot allow partisan politics or electoral calculations to overshadow the work that lies ahead. With the 2028 national elections beginning to cast a long political shadow, lawmakers must resist the temptation to devote disproportionate attention to positioning for future contests. The remaining window for productive lawmaking is limited, and every session day lost to political maneuvering diminishes the opportunity to address issues that directly affect millions of Filipinos.

This is not to suggest that legislative scrutiny should be sacrificed in the name of speed. Bills must undergo careful examination, public consultation, and constructive debate. But there is a significant difference between rigorous scrutiny and unnecessary delay.

Equally important is the need to strengthen cooperation between the executive and legislative branches, while preserving the independence of each institution. LEDAC itself was instituted to facilitate such coordination by aligning policy priorities without compromising Congress’ constitutional role. Effective governance demands both coordination and accountability.

Congress should likewise intensify oversight over the implementation of existing laws. Persistent complaints over delayed infrastructure projects, inefficient public spending, and allegations of corruption remind us that faithful implementation is just as important as legislative enactment.

Ultimately, the success of this new legislative session shall be measured not by the number of bills filed and passed but by the quality and relevance of the laws that pass muster in both houses of Congress. It will be judged by the quality and relevance of the laws enacted, the responsiveness of Congress to national priorities, and the confidence it earns from the Filipino people.

The fullness of the country’s legislative agenda reflects the reality that during challenging periods, the members of Congress are called upon to perform at their best. Filipinos expect their representatives and senators to rise above partisan divides, focus on the nation’s unfinished business, and demonstrate that effective lawmaking remains one of the strongest pillars of democratic governance. The nation deserves nothing less.
