Plunder cases to be filed before Sandiganbayan in May vs ex-Senate Pres Escudero, ex-House Speaker Romualdez

Former Senate president Francis “Chiz” Escudero and former House speaker Martin Romualdez will be charged with plunder before the Sandiganbayan for their alleged involvement in the multi-billion-peso flood control “anomalies.”
Ombudsman Jesus Crispin Remulla said during a press briefing on Monday, April 6, that his office will file the plunder cases by next month.
Remulla, did not give the details of the charges. Neither Escudero nor Romualdez could be contracted for comment as of posting time.
He categorically said: “There was a conspiracy to commit plunder, and the case is flood-control related in many ways."
He added that Ombudsman prosecutors are currently “tying up” loose ends.
He gave a hint on the plunder charges: “It's actually the way that the budget was passed upon with the two Houses and how many things happened to have been implemented because of that."
At the same time, Remulla said that a lot more individuals will be charged before the Sandiganbayan, including officials from the Department of Budget and Management (DBM).
He pointed out that Ombudsman prosecutors have looked into the 2024 and 2025 budgets as the basis for the plunder case.
He referred to the testimonies of witnesses during the Senate probe. “I think you can put everything together, and it doesn't take a genius to do it."
Escudero and Romualdez have denied involvement in the anomalous flood control projects.
Three cases have been filed before the Sandiganbayan on the flood control mess.
These cases are the malversation and graft charges filed against resigned congressman Zaldy Co and several other co-accused in the P289 million flood control project in Oriental Mindoro; malversation and graft charges against contractor Sarah Discaya and several co-accused in the P96.5 million alleged ghost flood control project in Davao Occidental; and the malversation and graft charges against former senator Ramon Bong Revilla Jr. and his co-accused in the P92.8 million alleged ghost flood control project in Pandi, Bulacan.
