Dizon orders P500-M Baguio bypass overhaul after safety risks exposed

Department of Public Works and Highways (DPWH) Secretary Vince Dizon has ordered urgent repairs on the P500-million Major Mane to Kennon Road Bypass in Baguio City, saying unfinished structures and design flaws put motorists at risk.
Dizon personally inspected the stalled bypass in Sitio Ongasan, Barangay Loakan, and the deteriorating rock shed and slope protection in Camp 4, Tuba, Benguet.
The bypass, funded from 2017 to 2025, was designed to provide a direct link between Loakan and Kennon Road, avoiding Baguio City’s congested center.
It features a two-lane carriageway, sidewalks, gutters, and a retaining wall to prevent landslides.
Despite the investment, Dizon said narrow entry and exit points and incomplete sections have limited usability and worsened traffic flow.
“Ang problema doon sa Major Mane, makitid ‘yung papasok at palabas. Yung isang part doon one lane lang, so paano ka papasok kung one lane lang ‘yun eh ‘yung kalsada mo two-lane, edi nagkanda-leche-leche ang traffic doon (The problem at Major Mane is that the entry and exit are too narrow. One section has only one lane, so how can vehicles enter if it’s one lane while the rest of the road is two lanes? That’s why traffic gets congested there),” he said.
To address the deficiency, nearly P100 million will be allocated to finish the remaining 240 meters and complete the right-of-way, ensuring a seamless connection to Kennon Road.
Dizon also flagged the dangerous condition of the Camp 4 rock shed, warning travelers of its landslide risk.
He ordered repairs to begin next week, starting with foundation works, followed by roadway restoration and slope protection.
A total of P270 million has been secured to complete and extend the project by 2027.
Authorities said the intensified oversight and funding aim to deliver safer, fully functional infrastructure and reduce traffic congestion in Baguio City.
