PH vows 'concrete deliverables' to promote, protect human rights in ASEAN

The Philippines pledged to pursue “concrete deliverables” to strengthen the ASEAN Intergovernmental Commission on Human Rights (AICHR) and advance the promotion and protection of human rights in the region as it assumed the Association of Southeast Asian Nations Chairship for 2026.
Chair Severo Catura, the Philippines’ representative to AICHR, made the commitment during the 42nd Meeting of the AICHR held in Manila from Feb. 24 to 27.
According to Catura, the country would lead the Commission with “seriousness and purpose, aiming for concrete deliverables to advance its institutional journey and progress in promoting and protecting human rights.”
The meeting gathered AICHR Representatives and Alternate Representatives, their Assistants, and officials from the ASEAN Secretariat.
Catura thanked ASEAN Member States for their continued collective efforts to advance human rights cooperation in the region.
He also welcomed Timor-Leste as a full member of AICHR, saying its participation would complete and enrich the Commission’s regional human rights work.

Regional action plans, environmental rights

Among the key outcomes of the meeting was the agreement to begin developing a Regional Plan of Action on the ASEAN Declaration on the Right to a Safe, Clean, Healthy and Sustainable Environment.
The Commission also discussed follow-up efforts on the ASEAN Declaration on Promoting the Right to Development and the Right to Peace Towards Realizing Inclusive and Sustainable Development, with further deliberations to be undertaken by an AICHR Working Committee.
Representatives from the 11 ASEAN Member States exchanged updates on recent human rights developments in their respective countries, including new laws, national action plans, regulatory frameworks, and initiatives addressing emerging regional challenges.

Institutional reforms, public engagement

The meeting also tackled institutional matters aimed at improving AICHR’s work, including plans for a self-assessment and the development of a Monitoring and Evaluation framework for the AICHR Five-Year Work Plan 2026–2030.
Delegates discussed thematic human rights priorities for 2026 and beyond, as well as measures to enhance regional dialogues, thematic studies, and public engagement.
AICHR explored ways to strengthen coordination with ASEAN sectoral bodies, including the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children, and reviewed its consultative relationship with accredited civil society organizations.
On external relations, the Commission discussed ongoing and upcoming engagements with ASEAN dialogue partners and international organizations to deepen cooperation on human rights in areas of mutual interest.
The Philippines, as ASEAN Chair for 2026, is expected to steer regional discussions across political-security, economic, and socio-cultural pillars, with human rights cooperation forming part of its broader agenda for a more inclusive and rules-based ASEAN community.
