Cebu's Top Line aims to dominate local motorbike fuel sales
Cebu-based fuel retailer Top Line Business Development Corp. has completed the redevelopment of eight service stations in Northern Cebu as it pivots its infrastructure to capture the region’s surging motorcycle and light-vehicle market.
In a disclosure to the Philippine Stock Exchange on Thursday, Feb. 19, the company said it aims to dominate the local fuel landscape by catering specifically to the two-wheeled vehicles that characterize provincial transport.
The renovated sites are located in the municipalities of Medellin, Bogo, Daanbantayan, Tabogon, Sogod, Borbon, Catmon, and Carmen. This initial group of stations, designated as Cluster 1, is projected to generate a monthly sales volume of approximately 800,000 to one million liters.
Top Line estimates this capacity will allow it to service roughly 80 percent of the fuel market in the immediate area, where motorcycles represent the primary mode of transit for both commuters and commercial logistics.
Brigitte Carmel Lapasaran Lim, Top Line senior vice president and chief operating officer, said the completion of the cluster marks a shift toward ensuring the firm’s acquired retail network operates at full capacity.
Lim noted that the cluster-based rollout is designed to scale systematically, allowing the company to capture demand in high-growth corridors of Northern Cebu while maintaining operational efficiency.
The standardized upgrades are part of a broader strategy to enhance brand recall and position the company as a modern service hub rather than a traditional refueling stop. To differentiate itself from larger competitors, Top Line has introduced automated motorcycle wash systems capable of cleaning a vehicle in three minutes.
The stations also feature water recycling systems, a move the company says aligns its expansion with sustainable resource management and responsible operations.
The company plans to maintain this momentum throughout the year, with renovations for its second, third, and fourth clusters scheduled for completion before the end of December. While several sites await rebranding, Top Line confirmed that these stations will continue to contribute to the group’s revenue stream during the transition.
Top Line currently maintains a diverse energy portfolio in the Visayas, spanning commercial fuel trading, depot operations, and retail distribution. Its subsidiary, Topline Logistics and Development Corp., handles the importation and marketing of petroleum-based products, while Light Fuels Corp. manages the retail segment.
To fund the continued expansion of its depot infrastructure and storage facilities, Top Line intends to pursue capital-raising initiatives later this year to support the scaling requirements of its two primary subsidiaries.
