6 nabbed for illegal vape manufacturing, distribution in Las Piñas City

Authorities arrested six individuals during a buy-bust operation targeting the illegal sale, distribution, and manufacturing of unregistered vaporized nicotine and non-nicotine products in Las Piñas City.

Members of the Southern Police District (SPD) Special Operations Unit, in coordination with the Department of Trade and Industry–Office for the Special Mandate on Vaporized Nicotine and Non-Nicotine Products (DTI-OSMV) and the Las Piñas City Police, conducted the operation at a residential house along Manuel Banzon Street, BF Resort Village, Barangay Talon Dos, Las Piñas City.
The operation led to the arrest of a suspect identified as Janus and five others who were allegedly engaged in the illegal sale and distribution of vape products. The DTI-OSMV confirmed that the seized items were unregistered, non-compliant, and not included in the official List of Certified Vaporized Nicotine and Non-Nicotine Products.
Police said the illegal transaction took place inside the house after the seller instructed the poseur-buyer to enter, prompting the immediate execution of the pre-arranged signal and the lawful arrest of the suspects.
Following the arrest, operatives, together with DTI-OSMV personnel, conducted regulatory verification and discovered numerous boxes of vape products, raw materials, gallons believed to contain vape liquid, and several machines used for filling, sealing, and packaging—indicating possible illegal manufacturing activities.
Authorities also recovered disposable pods, portable vaping devices, packaging materials, e-liquids, and various industrial machines, all found to be unregistered and non-compliant with regulatory standards. The estimated total value of the confiscated items did not exceed P1 million.
SPD personnel likewise assisted DTI-OSMV members in conducting an ocular inspection of an establishment in the same area as part of ongoing regulatory enforcement. During the inspection, authorities recovered various unregistered vape products and accessories with an estimated value of over P700,000.
The arrested suspects are currently under the custody of the SPD Special Operations Unit and were charged with violation of Republic Act No. 11900, or the Vaporized Nicotine and Non-Nicotine Products Regulation Act, in relation to Republic Act No. 7394, also known as the Consumer Act of the Philippines.
Meanwhile, the confiscated items seized during the ocular inspection remain under the custody of DTI-OSMV. A formal request has been initiated for the examination and product content analysis of the seized electronic juices.
